Hays County Transportation Bond Advisory Committee
In February 2008, the Hays County Commissioners Court voted to provide funding and to seek voter approval of additional bond financing for needed roadway improvements in the County The Hays County Transportation Bond Advisory Committee (BAC) is a group of nine citizens of Hays County appointed by the Hays County Commissioners Court to evaluate and prioritize transportation projects for possible inclusion in that bond package.Pass Through Finance Projects
The starting point for the proposed bond package being considered by Hays County is a set of projects to be funded through the TxDOT Pass Through Financing Program. This program reimburses county and local governments who agree to undertake the costs of designing and constructing specific roadways. In order to insure that the bond package is thorough and comprehensively meets the diverse transportation needs of the community, Hays County put out a Call for Projects to add non-pass through projects to the proposed bond package. The goal is to provide a package of projects that is diverse enough to meet the various transportation needs of the county as well as to provide more complete geographic coverage of the entire county.In response to the Call for Projects, various Hays County municipalities, school districts and the precincts submitted a total of 42 candidate projects for consideration. These proposed projects, are listed by precinct under the tab candidate projects on this website.
All of the Pass Through Projects will be included in the bond package, but not all of the candidate projects can or will be included in the bond package. For this reason there is a need to evaluate and prioritize the candidate projects received through the Call for Projects.
The Bond Advisory Committee has been meeting regularly since May to gather information about the candidate projects that it can use in evaluating and prioritizing the projects and is now seeking public input on setting project priorities to determine which of the candidate projects should be included in the bond package on the November 2008 ballot.
Public Participation
The Hays County Commissioners Court and the Bond Advisory Committee hosted a series of public meetings in late July to gather public input on setting the community’s transportation priorities. Meetings were held in each of the four precincts.
